                –      KAPASIYAHAN BILANG 17-1997. Pag-aalis o waiver ng sampung porsiyento (10%) surcharge o penalty sa bayad tubig ng mga ahensya ng pamahalaan kasama na ang pampublikong paaralan na hindi nababayaran sa takdang panahon.

–       KAPASIYAHAN  BILANG 15-1998. Pagtatakda ng mga alituntunin kaugnay sa pagpapatupad  ng Bounty System (policy on the creation of a bounty system).
Sapagkat, kailangan masugpo o mabawasan ang mga pagnanakaw ng tubig sa pamamagitan ng di-dapat na pakikialam o “tampering” ng metro ng tubig, at illegal service connection, sa mungkahi ni Direktor Leodivina O.A. Mabagos na may kaukulang pagpapangalawa, na tanggapin sa kanyang kabuuang at ipatupad sa lalong madaling panahon.

      • Conviction of a crime involving moral turpitude;
      • Sexual harassment;
      • Falsification of official document in connection with his office;
      • Unauthorized and continuous absence for eight (8) consecutive regular meetings;
      • Habitual drunkenness during official hours;
      • Running for an elective position during incumbency;
      • Physical and/or mental incapacity to perform official duties; and
      • Authorized leave exceeding 12 months.
 
–       KAPASIYAHAN BILANG 43-2004. Pagtataas ng horizontal boring fee na dating P800.00 ay gagawing P1,000.00 simula sa Enero 2005.

–       KAPASIYAHAN BILANG 14-2005. Pagpapatupad sa tuos ng water consumption assessment sa mga illegal na connection.
 
CASE No. I– For unregistered water connection, the highest resulting billing among two (2) schemes shall be selected as the charge for consumption assessment.
 
Scheme No. 1          – Using the average consumption  of consumer under the same category or usage on the date of discovery. The average consumption shall be increased by 200% because of the tendency of wasteful usage since water is not considered paid for.
 
Example: For ½ in illegal connection. Billed water is 25,000 cu.m. versus 1,000 active/metered connections
 
                        = 25,000 cu.m.         x 2.0
 
                            1,000 connections
 
                        = 50 cu.m./month
 
Scheme No. 2 – Using average consumption per person per day of 100-200 liters. There are six total members of a household using the same connections.
 
                        = 6 person x 100 liters x 30 days/month x 2.0
 
                                                    1000 liters/cu.m.
 
                        = 36 cu.m./month
 
        Under the two schemes, whichever the highest will be the basis to get the total water consumption assessment multiplied by the estimated months of illegal connection.
 
CASE NO. II – For Disconnected/Inactive Connection
 
Use the scheme on Case No. I above but computation shall have reference date as the day when disconnection was affected.
 
CASE NO. III – Active Connections
 
If there was substantial decrease in consumption a differential or additional billing shall be made equivalent to the difference of the average of three highest consumption w/in a year prior to the tampering incident.
 
Example: Given the discovery of the violation on December 2002 and the consumption patterns for 2002 and 2003.

–       KAPASIYAHAN BILANG 09-2006. Kapasiyahan nagtatakda para sa pagputol sa mga serbisyo ng tubig na may isang buwang pagkakautang na di nababayaran at iba pang alituntunin sumasaklaw dito. Kasama din ang pagbawas ng Reconnection Fee.
  • Pagbawas ng halaga ng Reconnection Fee mula sa P100.00 ay gagawing P50.00;
  • Pagbabayad ng halagang P50.00 bilang Disconnection Stoppage Fee para sa pansamantalang pagpapaliban ng pagputol ngunit di dapat lalagpas ng susunod na reading.

–       KAPASIYAHAN BILANG 21-2006. Pag-waiver ng surcharge o penalty charges sa mga konsumo ng tubig na buhat sa defective/busted in-house plumbing installation.

–       KAPASIYAHAN BILANG 38-2008. Pagpapatupad sa ikatlo at huling talatakdaan ng taripa ng tubig sa halagang P200.00 bilang minimum charge.

Pagsusog sa Kapasiyahan Blg. 07-1997 na inamiyendahan ng Kapasiyahan Blg. 16-2003, hinggil sa pagtatakda ng panibagong singil sa pagbebenta ng tubig o bulk sales sa gagamiting sa pampribadong pangangailangan hindi kaugnay ng pagpatay ng sunog sa dating P160.00 ay gagawing P200.00 sa bawat karga ng fire truck.

RESOLUTION NO. 014-2011. A resolution further amending policy guidelines regarding contested bills due to leakages from in-house plumbing installation.
                WHEREAS, the existing policy of the District regarding leakages from in-house plumbing installation is to compel concessionaires to pay water bills based on reading of their water meters on staggered payment of up to four  months and automatic waiver of penalty charges;
                WHEREAS, some concessionaires, however, demand for the reduction in their water bills claiming that they were unaware of the leakage or the defective water meter;
                WHEREAS, Peñaranda Water District has no firm basis to adjust or reduce the disputed water bills, the following are given as policy guidelines, to wit:
1.     Staggered payment scheme for a term of four to six months depending on their capacity to pay;
2.     Waiver of penalty charges;
3.     Reduction of up to 50% of the total consumption under the following conditions:
– If the gross bill is between P5,000.00 to P7,0000.00, it is the General Manager who will approve, and
– If the gross bill is above P7,000.00, the approval of the BOARD is needed.
4.     Reduction of up to 30% of the total consumption if the gross bill is between P3,000.00 to P5,000.00 (amended by resolution no. 23-2007);
5.     Reduction of up to 20% of the total consumption if the gross bill is below P3,000.00 (amended by resolution no. 23-2007), and
6.     The adjustment or reduction of the disputed assessment shall be availed only once. (amended by resolution no. 14-2011).
WHEREAS, the conditions for entitlement under this policy are as follows:
1.       There is an abrupt or abnormal increase of at least 500%  in their average normal consumption. (Computed based on the last six months billing consumption). (amended by resolution no. 23-2007)
2.       Leak is properly reported by the owner or his duly authorized representative  to the Peñaranda Water District  office by accomplishing the complaint slip form  and actually seen/discovered by authorized Peñaranda Water District personnel (meter reader/plumber). (amended by resolution no. 14-2011)
3.       Entitlement should be accompanied by an Investigation Report duly signed by PWD’s Pipeline Maintenance Crew or their Immediate Supervisor Certifying to that effect that leakages is due to busted/defective in-house plumbing installations.
4.       Leaks located outside the Consumers’ official property line and those with multiple connections (one meter in more than one single dwelling) is not covered by this policy. (amended by resolution no. 23-2007)
                NOW THEREFORE, in a motion duly made and concurred in by all members of the Board of Directors present;
BE IT RESOLVED, AS IT IS RESOLVED TO ADOPT THE AMENDMENTS TO BOD RESOLUTION NO. 17-01-2007 AND 23-2007 AS POLICY OF PEÑARANDA WATER DISTRICT.
                RESOLVED FURTHER, that all policies inconsistent with the provisions of this Policy are hereby deemed modified or repealed accordingly.
RESOLVED FURTHERMORE,  that this policy shall take effect upon approval.
